			<content:encoded><![CDATA[<p>When I got a note from <a title="About Rick" href="http://www.outdoorlife.com/blogs/gone-fishin/2010/06/welcome-fish-america" target="_blank">Rick Bach</a> asking about trout fishing in Maryland I wrote back saying I was not much on Maryland but would be happy to take him to the mountains in Virginia to fish for brook trout with a tenkara rod. Rick being an adventurous young man, after all he is fishing his way across the country and blogging about it for <a href="http://Outdoorlife.com/">OutdoorLife.com</a> this summer, took me up on it. We had a ball, <a title="rick slingshots a cast" href="http://www.outdoorlife.com/blogs/gone-fishin/2010/07/fish-america-washington-dc" target="_blank">Rick picked up tenkara style fishing right awa</a>y. He moved through the casting and fishing options with ease going to a two fly rig and sling shot cast and landing a nice fat brookie in a tricky spot at the end of the day.</p>

			<content:encoded><![CDATA[<p>On a recent, beautiful June afternoon local farmers, federal, state and local officials, conservation organizations and area residents gathered for an announcement by the United States Department of Agriculture naming the 67,000-acre Smith Creek watershed as Virginia’s Chesapeake Showcase Watershed.</p>
<p>The announcement was made on Gary and Ellen Lohr’s Valley Pike Farm overlooking the Valley in Broadway as part of the implementation of the Obama administration’s “Strategy for Protecting and Restoring the Chesapeake Bay Watershed” released last May.</p>
<p>Ann Mills, USDA Deputy Under Secretary for Natural Resources and Environment, made the announcement.</p>
<p>“Making these announcements from a local farm is more than a symbolic gesture,” Mills said. “Nearly 75 percent of the land in the Chesapeake Bay Watershed is in private farms and forests. The showcase watersheds strengthen USDA’s commitment to funding priority conservation practices in places that will do the most good for water quality in the Bay and its tributaries.”</p>
<p>In May 2009, President Obama signed The Chesapeake Bay Protection and Restoration Executive Order declaring the Chesapeake Bay a national treasure and requiring a coordinated strategy for restoration and protection.</p>
<p>The executive order directed federal agencies to “define environmental goals for the Chesapeake Bay and describe milestones for making progress toward attainment of these goals.” The strategy focuses on achieving four essential priorities for a healthy Chesapeake ecosystem — restore clean water, recover habitat, sustain fish and wildlife and conserve land and increase public access.</p>
<p>One of the goals in the strategy that caught my attention and led to my attending the announcement on the Lohr’s farm was to, “Sustain healthy populations of fish and wildlife, which contribute to a resilient ecosystem and vibrant economy”.</p>
<p>One of the outcomes for that goal was “restoring naturally reproducing brook trout populations in headwater streams … by 2025.” Because of my involvement with the Eastern Brook Trout Joint Venture I was thrilled to see brook trout recovery efforts as a key outcome for Cheasapeake Bay Watershed efforts.</p>
<p>Eighteen months ago I wrote about the efforts of the EBTJV and the National Fish Habitat Action Plan, noted the work at Smith Creek and what it means to the Valley. At the time I wrote “Working cooperatively with ten diverse partners, the project is helping restore riparian habitat at the headwaters of Smith Creek. This project connects to Mountain Run in the George Washington National Forest as well, providing additional spawning habitat for those Brook Trout.”</p>
<p>Smith Creek also gained national attention in 2007 as one the first of the NFHAP “10 Waters to Watch”.</p>
<p>Now Smith Creek will be getting additional attention and funding and can serve as a model for other efforts across the state and country. Of course having Smith Creek as a Showcase Watershed adds additional incentive for implementing the National Fish Habitat Action Plan.</p>
<p>The NFHAP can build upon the successes of Smith Creek and the two other Showcase Watersheds, the 23,000-acre Upper Chester River Watershed in Maryland and the 34,000-acre Conewago Creek Watershed in Pennsylvania and leverage those models into additional aquatic habitat conservation across the country.</p>
<p>Now is the time for Federal agencies with responsibility managing aquatic habitat to increase their efforts to implement the National Fish Habitat Action Plan. Coordination among those agencies will promote stewardship and improve the health of our Nation’s aquatic habitat.</p>
<p>Perhaps it is time for an Executive Order to implement the NFHAP.</p>
<p>If the administration leads the way then maybe Congress will get the message and pass the National Fish Habitat Conservation Act.</p>
<p>It should come as no surprise and serve as a point of pride that conservation efforts here in the Valley get national recognition. There is a long and treasured tradition of stewardship and respect for the land and the natural resource bounty it provides.</p>
<p>That tradition and the connection to the land were never more evident than on the Lohr’s farm last week.</p>

We know firsthand that healthy aquatic habitat is a key factor in our hunting and fishing success.</em></div>
<div id="_mcePaste" style="overflow: hidden; position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px;"><em>Last month, I participated in a conference to review the status of the National Fish Habitat Action Plan. The conference, held in Leesburg, gave federal agency representatives, members of the various fish habitat partnerships and other stakeholders a chance to review what was working, to learn how to improve the effectiveness of the partnerships and to plan for the first major report to Congress.</em></div>
<div id="_mcePaste" style="overflow: hidden; position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px;"><em>The NFHAP has some important goals to achieve in the next year, including completing an analysis of the nation’s fish habitats; identifying the priority fish habitats; establishing at least twelve Fish Habitat Partnerships in those priority areas; and preparing a “Status of Fish Habitats in the United States” report.</em></div>

They took on the task of developing a national strategy and coordinating existing efforts into a cohesive initiative. The resulting National Fish Habitat Initiative became “a science-based, voluntary and non-regulatory, nationwide strategy.”</em></div>
<div id="_mcePaste" style="overflow: hidden; position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px;"><em>The initiative was endorsed by a variety of stakeholders, many State fish and wildlife agency leaders, national conservation organizations and Federal agencies such as the U.S. Fish &amp; Wildlife Service, National Oceanographic and Atmospheric Administration, the U.S. Geological Survey, U.S. Forest Service and the Bureau of Land Management.</em></div>

<p>I was in Michigan to teach fly fishing to some MSU grad students and their friends.</p>
<p>Had hope to fish the day before but it looked pretty wet out that morning.</p>
<p>This is where i spent the morning waiting to go fish.</p>

<p>That actually was probably just as well since i had a column due and it was little more than a rough draft at that point&#8230;</p>
<p>When the rain broke around noon i headed up to Grayling and over to Lovells.</p>
<p>Had time for a late lunch and a beer since the rain had started up again.</p>
<p>Gotta love a bar with &#8220;Welcome Fly Fisherman&#8221; banner</p>

		<title>Fishing in the Great Smoky Mountains National Park</title>

<p>A couple of weeks ago I was in Tennessee on a fishing trip with three of my best friends. This was the second trip we have taken together as a group. Like last year, we spent four days fishing for trout in the Great Smoky Mountains National Park.</p>
<p>The park is only about a five and a half hour drive south of here and contains over 700 miles of wild trout streams. The terrain features and watershed are not that different than what you find here in the Valley in the George Washington National Forest or the Shenandoah National Park.</p>
<p>What is different is the variety of trout you can fish for. All the trout in the Great Smoky Mountains National Park are wild. They stopped stocking in the early 1970’s. You can fish for rainbows, browns and brookies there.</p>
<p>This year, like last, we started our trip at <a title="a great fly shop in TN" href="http://littleriveroutfitters.com/" target="_blank">Little River Outfitters</a>, Byron and Paula Begley’s shop in Townsend.</p>
<p>I have been in many shops over the years and this is one of the best. Not only do they have the gear you need, they have the local knowledge. Most importantly they share that knowledge willingly. If you decide to head down that way you really should check in with them.</p>
<p>What I really enjoy about the GSMNP is fishing for rainbow trout in the mountain streams. Rainbows, like brookies, are quick to take a well-presented dry fly. Catching these acrobatic fish in fast-moving mountain streams is a thrill.</p>
<p>According to the folks at Little River Outfitters “Rainbows are found at almost every elevation in the Smokies with the exception of some high elevation brook trout streams. Rainbow trout generally average in size from 4&#8243; to 10&#8243; and on rare occasions up to 14&#8243;”.</p>
<p>On this trip we spent a lot of time dodging the rain so most of the fish we caught were on nymphs tied behind a dry fly. Little yellow stoneflies, March Browns and light Cahill’s seemed to be the most prominent. We started to see a few sulfurs come off as well.</p>
<p>We stuck with pretty standard nymph patterns, pheasant tails, copper john’s and gold-ribbed hare’s ears. My “go to” nymph and all-around best producer was the <a title="How-to tie the shop-vac" href="http://http://middleriverdispatch.com/mrgblog/fly-tying/tying-the-shop-vac/" target="_blank">shop-vac</a>.</p>
<p>Last year we had a map marked with prime fishing spots. Our plan had been to fish the same areas again since they had lived up to our expectations last year.</p>
<p>The water levels this trip forced us to seek out new spots to fish. Waters levels were three times the normal flow, blowing out the larger rivers and making even the moderate sized mountain streams dangerous to wade.</p>
<p>Since many of the streams are easily accessible from the roads and trails we were able to look over the map and plan each day’s fishing based on the current or forecast water conditions.</p>
<p>This type of fishing is a bit more challenging than what we had wished for. Last year we had split up into pairs and fished different sections of the streams. With water conditions as treacherous as they were we opted to fish together as a group.</p>
<p>Needless to say this not only allowed us to scout around for potential fishing locations it also gave us a chance to offer each other some good natured “critiques” of each other’s fishing abilities.</p>
<p>Our evening destination was the Little River just up stream from Metcalf Bottoms. This section of the Little River boasts large pools, long runs and lots of pocket water. This is where the big brown trout hang out and we were hoping to find one or two.</p>
<p>Given the water conditions we opted to fish a long run near one of the picnic areas. For three of the four evenings of the trip we swung streamers and nymphs in the swift murky water.</p>
<p>Each evening we were rewarded with a good hatch of mayflies and stoneflies giving us some great fishing to rising browns and rainbows.</p>
<p><a title="GSMNP" href="http://www.nps.gov/grsm/" target="_blank">The Great Smoky Mountains National Park</a> celebrates its 75th anniversary this year. Fishing is a great way to join in the celebration.</p>

		<description><![CDATA[Early season trip to a favorite trout stream.]]></description>
			<content:encoded><![CDATA[<p>Finally got a chance to take advantage of the break in winter weather and get in a little fishing.</p>
<p>Beth (<a title="@phishurmom" href="http://www.twitter.com/phishurmom" target="_self">@phishurmom</a> )and I went over to one of our favorite Brook trout streams last Sunday.</p>
<p>The water temps were still low, so we didn&#8217;t expect to see active fish. It was mostly just a chance to work out some preseason kinks and do some on-stream coaching.</p>
<p>If you really don&#8217;t expect to catch fish then you can work on your skills without being under a bunch of pressure to catch something.</p>
<p>Kind a nice to spend an afternoon with your favorite fishin buddy, too.</p>

			<content:encoded><![CDATA[<p>Valley hunters, anglers and outdoor recreationists of all forms need to take some time and pay attention to the George Washington National Forest&#8217;s Land and Resource Management Plan revision process. As the schedule now stands, the draft plan may be ready in late spring 2009.</p>
<p>According to their Web site, &#8220;The purpose of this land management plan is to provide broad guidance and information for project and activity decision making needed to manage the George Washington National Forest [GW].&#8221;</p>
<p>The forest&#8217;s planning staff has been holding public workshops on various aspects of the plan revisions since early 2007. Two more workshops are coming up with the subject: Forest Plan Components, fitting the workshops and other information together toward a Draft Plan.</p>
<p>There is a workshop today from 6:30 p.m. to 9 p.m. at Rockbridge Co. High School in Lexington and another on Feb. 5 from 6:30 p.m. to 9 p.m. at Peter Muhlenberg Middle School in Woodstock.</p>
<p>The U.S. Forest Service held seven public meetings last March to introduce people to the Forest Plan revision process. In July, five meetings were held to continue the discussions on changes needed and what to concentrate on in the Forest Plan revision process.</p>
<p>This fall workshops were held to discuss three different subjects, Vegetation Management, Road and Trail Access and Wilderness, Roadless and Potential Wilderness Areas.</p>
<p>These workshops are the most important ones for recreational users. The challenges surrounding access, timber harvesting, wilderness designations and off road vehicle use can really get people&#8217;s blood boiling.</p>
<p>Of special interest is the amount of Potential Wilderness Area and the impact that could have on hunting, fishing and outdoor recreation.</p>
<p>Let me be clear from the outset. Because land is included in a Potential Wilderness Area doesn&#8217;t change the way it is managed today. Only Congress has the authority to designate wilderness.</p>
<p>Today, 37 areas totaling 370,000 acres are identified as Potential Wilderness Areas in the George Washington National Forest. An additional 42,000 acres are designated Wilderness Area and 7,700 acres are National Scenic Areas. That represents just over 40 percent of the forest.</p>
<p>Don&#8217;t get me wrong Wilderness Areas are great. They provide a number of very important ecological and recreational benefits. They are some of my favorite places to fish and hunt.</p>
<p>Having more in the George Washington National Forest is a good idea. Where they are is going to be the challenge.</p>
<p>Most types of recreational uses are allowed in Wilderness Areas except those involving motorized equipment.</p>
<p>Wilderness Areas by federal law have significant restrictions, however. Timber harvesting, road building, clearing and waterhole development, and other wildlife management techniques cannot be performed in Wilderness Areas.</p>
<p>These activities, if done correctly, are important tools for enhancing recreational activities. If the land base available for wildlife habitat management is significantly reduced then hunting could suffer.</p>
<p>Over the years, the U.S. Forest Service, the Virginia Department of Game and Inland Fisheries along with the National Wild Turkey Federation and the Ruffed Grouse Society have invested manpower and money developing and maintaining wildlife habitats.</p>
<p>Some of the lands identified for Potential Wilderness Area include many existing wildlife habitat developments, including clearings and waterholes. These wildlife clearings provide much-needed habitat. Designating all these areas as Wilderness could eliminate these clearings as natural succession returns them over time to a forested state.</p>
<p>Much of this area is popular with wildlife recreational users who depend on the George Washington National Forest for access to wildlife populations. Fishing for native Brook Trout takes place in some of these areas. Bear, deer, turkey, ruffed grouse, raccoon, rabbit, squirrel and other species are hunted in these areas. The wildlife habitat value of these lands has been enhanced by previous timber harvesting and wildlife habitat work.</p>
<p>So there needs to be a balance.</p>

<p>There you will find documents, schedules and how to make your views known.<br />
I won&#8217;t kid you. This can be hard stuff to wade through. It takes time and effort to read all the information and comments. But our ability to enjoy our public lands requires engagement on our part.</p>
<p>Take some time to offer your thoughts to the Forest Service. Your ideas are just as important and count as much as the next guy&#8217;s, but only if you share them.</p>
<p>On a more personal note, thank you for the kind words about my friends Jim Range and Jean Ince. They were warmly appreciated.</p>
<p>Jim&#8217;s memorial service took place on Tuesday January 27, along the banks of the Potomac River at Fletchers Cove in Washington. More than 200 of his friends and colleagues joined with his family in celebrating his life and many accomplishments.</p>
<p>Mixed in with the copious tears were many moments of hearty laughter as those in attendance responded to tales and reflections of Range. His life was magic for all us and in celebrating his life we relived that magic.</p>

		<title>Learning from the Eastern Brook Trout Joint Venture</title>

		<description><![CDATA[Explains the Eastern Brook Trout Joint Venture]]></description>
			<content:encoded><![CDATA[<p>As a fisherman and hunter I have learned to appreciate the interconnectivity of the natural world.</p>
<p>Like many, I have come to see the wisdom in the quote often attributed to John Muir, “When one tugs at a single thing in nature, he finds it attached to the rest of the world.”</p>
<p>By the way, what he really said was, “When we try to pick out anything by itself, we find it hitched to everything else in the Universe.”</p>
<p>But the point remains.</p>
<p>One of the prime examples of this interconnectivity is the Eastern Brook Trout Joint Venture.</p>
<p>The Joint Venture began in 2002 when a small group of us got together to see if we could take advantage of the emerging interest in fish habitat conservation by the U.S. Fish and Wildlife Service.</p>
<p>The Service had launched the National Fish Habitat Initiative and a few of us were interested in seeing if there might be some common interest to do something for the Brook Trout habitat.</p>
<p>The original group of fish heads included the Virginia Department of Game and Inland Fisheries’ Larry Mohn and Steve Reeser, Hannibal Bolton from the USFWS, Dave Cross from the U.S. Forest Service, Steve Moyer from Trout Unlimited and Gordon Robertson from the American Sportfishing Association.</p>
<p>We all felt that the National Fish Habitat Initiative, later known as the National Fish Habitat Action Plan, was a good idea. Using regional partnerships modeled after the North American Wetlands Conservation Act, joint ventures made good sense to us.</p>
<p>What we worried about was the spectra of “process” getting in the way of progress. The folks managing the Action Plan wanted to build a program first. We wanted to put our time, money and energy into “on the ground” projects.</p>
<p>Over the next few months we reached out to the fish and game departments in the 17 states that encompassed the Eastern Brook Trout’s native range from Maine to Georgia.</p>
<p>Most of the states contacted agreed with our enthusiasm for protecting, restoring and enhancing Brook Trout habitat. Many agreed to participate in an initial planning meeting the following year.</p>
<p>At that meeting the participants formed a steering committee (I currently serve as the vice-chair) to manage the effort. The participating organizations then divided the work among five working committees; Conservation Strategy, Data, Outreach and Education, Science and Research and Grants and Development.</p>
<p>Over the next two years the EBTJV did a range-wide assessment of Brook Trout populations and threats to Brook Trout and Brook Trout habitat in the Eastern United States.</p>
<p>Each state drafted conservation strategies to improve water quality and restore Brook Trout habitat and populations using local, incentive-based, non-regulatory programs.</p>
<p>“Once the partnership recognized the threats facing Brook Trout within its historic eastern range, we developed regional and range-wide strategies to take swift and deliberate steps to conserve strong populations and restore weaker ones,” said Steve Perry, Inland Fisheries Division Chief for the NH Fish and Game Department and Chair of the Joint Venture. “We created a model for fish conservation — a large-scale habitat-focused conservation strategy for a species at risk. This strategy provides us with a roadmap to significantly improve Brook Trout populations by 2025.”</p>
<p>Last year, the Eastern Brook Trout Joint Venture was recognized as one of the first partnerships under the National Fish Habitat Action Plan. The list of partners supporting the joint venture now includes fish and wildlife agencies from all 17 states, federal agencies, conservation organizations and academic institutions.</p>
<p>Brook Trout are state fish. They are the only trout native to the streams and rivers of the eastern United States.</p>
<p>Once abundant throughout their historical range, Brook Trout populations are declining as land use changes alter their habitat. “Brookies” need cold, clean water to survive. They also serve as excellent indicators of the health of the watersheds they inhabit.</p>
<p>Virginia has received funding for two projects, both of them here in the Shenandoah Valley, one on the North River and another on Smith Creek.</p>
<p>The North River Brook Trout Habitat Restoration project was one of the first to receive funds set aside by the USFWS for the EBTJV.</p>
<p>The North River project is restoring the original stream contour to a five-mile section above the Elkhorn Dam. VDGIF is working with the U.S. Forest Service to restore this historic Brook Trout habitat.</p>
<p>Larry Mohn at VDGIF told me that the project has tremendous potential for Brook Trout restoration. He also said because of the size of project it would take a while to get it completed.</p>
<p>Mohn is a pretty laid-back guy but he was visibly excited about the potential to restore this low in-stream flow habitat for Brook Trout.</p>
<p>The Smith Creek project is in Rockingham County. Working cooperatively with ten diverse partners, the project is helping restore riparian habitat at the headwaters of Smith Creek.</p>
<p>This project connects to Mountain Run in the George Washington National Forest as well, providing additional spawning habitat for those Brook Trout.</p>
<p>The connection the EBTJV has to our everyday life is not hard to see. Clean water is important in so many ways here in the Valley, in Virginia and across the country.</p>
<p>As part of the EBTJV we all benefit from the work to protect our watersheds and aquatic habitat. Whether you fish or not, when we tug at a single thing in nature, we indeed find it attached to the rest of the world.</p>
