			<content:encoded><![CDATA[<p>The Theodore Roosevelt Conservation Partnership today announced that they have selected Whit Fosburgh as the new President and CEO.</p>
<p>Having had the pleasure of working with Whit during his tenure at TU, he is an outstanding choice to lead the TRCP.</p>

<p><strong>TRCP Names Whit Fosburgh New President/CEO</strong></p>
<p>Policy expert and conservationist to lead the sportsmen’s group in its mission to secure high-quality hunting and fishing for all Americans</p>
<p style="text-align: justify;">WASHINGTON – The Theodore Roosevelt Conservation Partnership today announced that Whit Fosburgh has been named president/CEO of the national sportsmen-conservation group. Formerly the vice president for program development at Trout Unlimited and director of TU’s Coldwater Conservation Fund, Fosburgh is a widely respected authority on fish and wildlife conservation policy with a broad range of experience in the nonprofit arena and natural resources management.</p>
<p style="text-align: justify;">“We at the Theodore Roosevelt Conservation Partnership are very pleased that Whit Fosburgh is taking on leadership of our group,” said Jim Martin, chairman of the TRCP board of directors. “Whit’s expertise and breadth of experience within the sportsmen-conservation community will ably serve the TRCP, the national policy issues we seek to advance through our mission and the millions of hunters and anglers in whose interests we labor. The TRCP board of directors looks forward to working alongside Whit to drive fish and wildlife conservation in the name of American sportsmen and in the spirit of Theodore Roosevelt.”</p>
<p style="text-align: justify;">Fosburgh joined Trout Unlimited in 1995 and played a critical role in that organization’s evolution into a conservation powerhouse, bringing to TU a wealth of experience centered on conservation policy, fundraising and program development. Prior to his time with TU, Fosburgh served as fisheries’ director for the National Fish and Wildlife Foundation, was chief environment and energy staff person for Sen. Tom Daschle and was a wildlife specialist for the National Audubon Society.</p>
<p style="text-align: justify;">“The Theodore Roosevelt Conservation Partnership has set a new standard of accomplishment within the sportsmen’s community on conservation policy matters of crucial importance to our fish and wildlife populations and hunting and angling traditions,” said Fosburgh. “I am honored to play a leading role in promoting the TRCP mission to guarantee all Americans a place to hunt and fish – and in so doing, as Roosevelt himself stated, ‘to work hard at work worth doing.’”</p>

<p>Jim Range, one of the country’s greatest champions for sportsmen-conservationists, has been honored with a posthumous nomination as a finalist for the Budweiser Conservationist of the Year award. This annual program recognizes individuals who have made exceptional contributions to perpetuating the American outdoor way of life. Budweiser and the National Fish and Wildlife Foundation will donate $50,000 to the 2010 winner’s conservation organization of choice, with the money to fund the group’s conservation efforts. The three runners-ups will receive $5,000 grants for the conservation organization of their choosing. Jim’s family has designated the TRCP to receive the proceeds from this honor.</p>
<p>Since losing Jim so suddenly 10 months ago, we at the TRCP, along with the  thousands who loved Jim and worked with him for better conservation of our natural resources, have sought out ways to honor his legacy and leadership. Budweiser and NFWF have given us all an opportunity to say “thank you” again to Jim for everything he did to help guarantee us all quality places to hunt and fish.</p>
<p>Jim spent his entire professional life conserving and enhancing Americans’ hunting and fishing opportunities. His cumulative efforts stand as a very high benchmark to those of us who care about our outdoor sporting heritage – and the lands and waters on which we pursue these traditions. His ability to inspire passion in others through his words and actions rallied countless supporters around his conservation vision.</p>
<p>In addition to his critical role in establishing and chairing the TRCP, Jim served on the boards of directors for Trout Unlimited, Ducks Unlimited, the Wetlands America Trust, the Recreational Boating and Fishing Foundation, the American Sportfishing Association, the American Bird Conservancy,  the Pacific Forest Trust, the Yellowstone Park Foundation and the Bonefish and Tarpon Trust, among others. He also was an original NFWF board member and worked directly with many other hunting, fishing and conservation groups to advance conservation and sportsmen’s interests in Washington and around the country. During his 11 years on Capitol Hill working for Sen. Howard Baker, Jim fought tirelessly to conserve our natural resources with a bipartisan approach that became his trademark. He played a critical role in the passage of several landmark laws, including the Clean Water Act. In 2003, Jim received the U.S. Department of the Interior’s Great Blue Heron Award, the highest honor given by the department to an individual at the national level.</p>

<p>Voters must be aged 21 or older, and voting is limited to one vote per person. The 2010 award will be presented at an event during the SHOT Show in Las Vegas on Jan. 21.</p>

Or as my good friend Mamie Parker used to say, “when all is said and done, more is said than done.”</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">Safety preparations for any outdoor adventure are really pretty simple. If you take a little time getting the appropriate gear together you will be able to deal with many, if not most, of the outdoor challenges you might face when things take a turn for the worse.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">Many people think “oh it won’t happen to me.” Well as former search and rescue volunteer I can tell you, it happens more often than you think. I was the training team leader for wilderness safety and survival for my search and rescue group. Over the years I learned some basics that may come in handy for you as well.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">Plan, brief, execute, debrief is a military mantra that makes sense in outdoor recreation as well. In fact most of us do it without really thinking about it. We plan the trip, talk it over with whoever goes along, tell them what the plan is, come back and tell our friends what a great time we had.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">We also can use that opportunity to inject some safety points and lessons learned into the planning, briefing and debriefing cycle. Things like what to do if we get separated or hurt, how the radio’s work, where the spare batteries are, how much water you need.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">Checklists are a good way to keep track of all the things you want to have. They are simple to put together and can be amended as you learn what is really needed and not needed.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">Here is a good start based on the so called ten essentials — map and compass, sun protection, rain gear, warm layer, flashlight, batteries, first-aid and meds, dry matches, tinder, knife, food, water and emergency shelter.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">You can find a detailed checklist on <a title="safety checklist" href="http://www.rei.com/expertadvice/articles/day+hiking+checklist.html" target="_blank">REI’s Web site</a>.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">These items can easily fit in a small backpack and can make an unexpected wilderness adventure more tolerable.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">One of the most important things to do is to let someone know where you are going and when you expect to be back. If you change your plan let them know. If I am meeting someone I tell them where I will leave a note so they can find me.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">When it comes to clothing dressing in layers is the way to go. One of the tricks is to dress cool. That is not a fashion statement mind you, it means dress for what you will feel like ten or fifteen minutes from now. Carry the extra layer for sure, but put it on when you stop or cool off.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">For example if you are hiking a mile or so into a tree stand or fishing hole, under dress by a layer. You are likely to work up a sweat on the way in and wet clammy clothes are not only uncomfortable they draw heat away from your body.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">One of the best confidence builders I know is the ability to find your way around in the woods. When was the last time you practiced with a map and compass?</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">GPS units are great but when they can’t get a fix or the batteries run out, you better be able to use a map and compass. Understanding how to use a map and compass to help you find your way in the field is an essential skill and some regular practice can never hurt.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 1.33em; padding-left: 0px; font-size: 1em; line-height: 1.33em; margin: 0px;">So as you venture out to hunt and fish this fall take some time to think about your own safety in the field.</p>

		<title>Congressional Sportsmen&#8217;s Foundation&#8217;s 20th Anniversary</title>

		<description><![CDATA[A chance to celebrate CSF's 20th anniversary with friends and colleagues. ]]></description>
			<content:encoded><![CDATA[<p><span>Last week I was back in Washington and had the chance to join in celebrating the 20th Anniversary of the <a title="CSF" href="http://www.sportsmenslink.org/" target="_blank">Congressional Sportsmen’s Foundation</a>. There were two events, a lunch and then the annual banquet and auction that night. In 1997 and 1998 I served as the president of the foundation and it was a special treat to help mark this important milestone.</span></p>
<p>The Congressional Sportsmen’s Foundation was started in 1989. The foundation created a link between the sportsmen’s community and the Congressional Sportsmen’s Caucus. The Caucus had been started earlier that year by a small group of liked-minded legislators who wanted to protect and promote the outdoor traditions of hunting, trapping and fishing in the U.S. Congress.</p>
<p>“This year’s banquet is sort of the culmination of a year-long celebration of our 20th Anniversary,” said CSF President Jeff Crane. “We were able to recognize and thank everyone who has contributed to the 20-year success of the organization including current and former Caucus members and all those who have contributed to our cause.”</p>
<p>The lunch was a small gathering of past members of the Congressional Sportsmen’s Caucus and Congressional Sportsmen’s Foundation. Many of the past board members and the five of us who had run the foundation all were there. It was a great chance for all of us to swap hunting, fishing and legislative stories.</p>
<p>The two original co-chairs of the caucus, Congressmen Dick Schulze and Lindsay Thomas both made it back for the lunch and banquet. Schulze has served on the foundation’s board of directors and Thomas currently sits of the board.</p>
<p>“This was a very special event and I am honored to have been invited back to witness the tremendous growth of this caucus and foundation since we founded it in 1989,” said Schultze.</p>
<p>“It was wonderful to be able to visit with and recognize publicly my founding Caucus leadership colleagues,” said Thomas.</p>
<p>Today there are 200 members of the U.S. House of Representatives and 52 Senators in the caucus, making it one of the largest in Congress. Twenty-one of the original caucus members are still in Congress.</p>
<p>The Valley’s own representative Bob Goodlatte is a member and has been since he was elected to Congress. There are five additional members from the Virginia congressional delegation — unfortunately neither of our senators is a member of the caucus.</p>
<p>I enjoyed my time at the foundation and have been especially excited to see them take the success of the Congressional Sportsmen’s Caucus model and expand on it in the states.</p>
<p>In 2004, the foundation replicated its model of raising awareness of sportsmen’s issues by creating the <a title="NASC" href="http://www.sportsmenslink.org/sportsmens-caucuses/State-Sportsmens-Caucuses.html" target="_blank">National Assembly of Sportsmen’s Caucuses</a>. There are 38 states with bi-partisan caucuses, including Virginia.</p>
<p>The <a title="Va. Sportsmen's caucus" href="http://www.sportsmenslink.org/sportsmens-caucuses/State-Sportsmens-Caucuses/Virginia-Caucus.html" target="_blank">Virginia Legislative Sportsmen’s Caucus</a> was formed in 2004. It is currently co-chaired by the Valley’s own Senator Emmet Hanger and gubernatorial candidate Senator R. Creigh Deeds.</p>
<p>According to the Caucus’ Web site, “The caucus has been very successful since its inception, working towards the passage of the ‘No Net Loss’ legislation in 2007 and the creation Virginia’s Migratory Waterfowl Conservation Stamp (Duck Stamp) program in 2005.”</p>
<p>The latest development in expanding the caucus model has been the formation of a bipartisan caucus of governors. The <a title="Governors caucus" href="http://www.sportsmenslink.org/sportsmens-caucuses/governors-sportsmens-caucus.html" target="_blank">Governors Sportsmen’s Caucus</a> was launched at the National Governor’s Association Annual Meeting in this summer. The goal is to increase communication and information exchange between states to promote and protect hunting and fishing.</p>
<p>America’s nearly 40 million hunters and anglers contribute more than $70 billion annually to the U.S. economy. The economic contribution that hunting and fishing makes in Virginia is significant. Sportsmen contribute over a billion dollars and account for more than 20,000 jobs each year.</p>
<p>Having a voice in our nation’s capital is great, having one in the state capitol is even better.</p>

<p style="text-align: center;"><strong>TRCP Honors Conservation Giants at Annual Awards Dinner</strong></p>

<p>WASHINGTON – At its second annual Capital Conservation Honors, held last night near the group’s headquarters in Washington, D.C., the Theodore Roosevelt Conservation Partnership recognized the achievements of some of the sportsmen-conservation world’s brightest stars and launched a fundraising effort honoring the legacy of former TRCP chairman and co-founder Jim Range. The two-year campaign for the TRCP <a title="help fund Range's legacy" href="http://trcp.org/about/392.html" target="_blank"><strong>Jim Range Conservation Fund</strong></a> begins with $150,000 in contributions already in hand and has a fundraising goal of $2 million.</p>
<p>The gala event featured a keynote address by Douglas Brinkley, professor of history at Rice University and best-selling author of <em>The Wilderness Warrior: Theodore Roosevelt and the Crusade for America</em>. Congressman John D. Dingell of Michigan was awarded the TRCP’s Sportsman’s Champion Award for his leadership in the U.S. House of Representatives on legislation to protect our nation’s waters and wetlands and to provide funding for fish and wildlife adaptation strategies in climate change legislation. Johnny Morris, founder of Bass Pro Shops and a lifelong conservationist who has donated millions of dollars to conservation and education groups, was presented with the TRCP’s Lifetime Conservation Achievement Award. Lead sponsors of the Sept. 30 event included Bass Pro Shops, Beretta, Frontiers Travel and Orvis.</p>
<p>“The TRCP’s Capital Conservation Honors recognizes the best of the past, present and future of conservation in America,” said George Cooper, TRCP president and CEO. “Reflecting on the lives of giants such as Theodore Roosevelt, John Dingell, Johnny Morris and Jim Range showcases the great achievements that sportsmen have made in the name of conservation – yet also lights a path forward by illustrating how much remains to be done to assure the future of our shared natural resources and our great sporting traditions.”</p>
<p>Throughout his success, Johnny Morris has remained an ardent conservationist and is the recipient of numerous honors, including the Sport Fishing Institute’s Fisherman of the Year award, the International Association of Fish and Wildlife Agencies President’s Award, the Rocky Mountain Elk Foundation Conservationist of the Year award, the Master Conservation award from the Missouri Department of Conservation and the National Wild Turkey Federation’s Hunting Heritage Award. He was inducted into the International Game Fish Association’s Hall of Fame in 2005 and has been named one of the 25 most influential people in hunting and fishing by Outdoor Life magazine.</p>
<blockquote><p>“Conservation of our outdoor resources remains a cornerstone of our company,” said Morris. “I am humbled by this honor and pledge to continue carrying on the legacy of sportsmen-conservationists like Teddy Roosevelt and Jim Range.”</p></blockquote>
<p>Jim Range, who passed away in January, was memorialized with the official launch of the <a title="Help fund Range's legacy" href="http://trcp.org/about/392.html" target="_blank"><strong>Jim Range Conservation Fund</strong></a>. A hero of modern conservation, Range was instrumental in the crafting and passage of a string of landmark natural resource laws, including the Clean Water Act. Range served on the boards of directors for Trout Unlimited, Ducks Unlimited, the Wetlands America Trust, the Recreational Boating and Fishing Foundation, the American Sportfishing Association, the American Bird Conservancy, the Pacific Forest Trust, the Yellowstone Park Foundation and the Bonefish and Tarpon Trust. An original board member and chair of the National Fish and Wildlife Foundation, Range also was a White House appointee to the Interstate Commission on the Potomac River Basin, the Sportfishing and Boating Partnership Council and the Valles Caldera Trust.</p>
<blockquote><p>“When Jim Range co-founded the TRCP, I thought ‘no one better,’” said Theodore Roosevelt IV, a member of the JRCF Leadership Council. “He never removed conservation into ideology. For Jim, as for TR, conservation was about people as much as about place. He was a ‘real guy’ who could talk to absolutely anyone and keep them at the table: hunters, steamfitters, CEOs.”</p></blockquote>
<p>Range’s dedication to the conservation of fish and wildlife in support of the nation’s sporting traditions remains entrenched in sportsmen’s lives through the TRCP. The TRCP’s establishment of the Jim Range Conservation Fund assures that Range’s conservation legacy as directed through the mission of the TRCP endures and will be perpetuated through the group’s ongoing efforts on behalf of American hunters and anglers.</p>
<p>“Range understood the great art of politics but never became so involved in ‘winning’ that he lost sight of the goal: service,” continued Roosevelt. “It is the hope of all of us that this fund will be the beginning of permanent financing to protect our hunting and fishing traditions.”</p>
<p>“The Jim Range Conservation Fund will assure that Jim Range’s voice continues to influence the way we as a nation use and enjoy our shared resources and fish and wildlife habitat,” said TRCP Board Chair Jim Martin, conservation director of the Berkley Conservation Institute, “and by recognizing and honoring the achievements of other great sportsmen-conservationists, the TRCP intends to perpetuate that benefaction. This is the foundation of the TRCP’s Capital Conservation Honors, and this is the legacy of our great friend Jim Range.”</p>
<p>The JRCF Leadership Council is led by Co-chairmen Hon. Howard H. Baker Jr. and Ted Turner. Council members are James A. Baker IV, Charles “Chip” H. Collins, Matthew B. Connolly Jr., George Cooper V, David Perkins, Charles S. Potter Jr., Theodore Roosevelt IV, John M. Seidl and R. Beau Turner. Additional support for the second annual Capital Conservation Honors was provided by the Range family, Dusan Smetana Photography and The Thomas Group.</p>

		<title>A solid piece of writing for hunters and non-hunters</title>

			<content:encoded><![CDATA[<p>Mike &#8220;Hawk&#8221; Huston has done both the hunting  and non-hunting world a huge favor with his piece in <a title=" online resource for the outdoor sportsman" href="http://bullsandbeavers.com/" target="_blank">Bulls and Beavers</a> entitled <a title="read it!" href="http://bullsandbeavers.com/2009/05/26/cross-roads/" target="_blank">Cross Roads</a>. He uses a wonderful story to set up this defense of hunting [my <span style="text-decoration: underline;">emphasis</span> added].</p>
<p style="padding-left: 30px;">&#8220;I am a hunter. I make no excuses for my conservation efforts, or for my love of the creatures I pursue.  Somehow there have been lines drawn between those that are trying to save “all” creatures, and those who conserve them through proper management and selective harvest. Animal rights activists are just that activists. No different than the bar stool hunter spouting off about his right to kill anything he chooses, whenever he chooses.  <span style="text-decoration: underline;">As human beings we are held to a higher standard, we have the ability to destroy, or protect our hunting heritage, our wildlife, and their habitats.</span> No matter what side of the fence you choose to stand on, you must be vigilant of the facts. Stay concerned about doing the right thing and remain always honorable in your efforts to ensure a future for the wild places and wild creatures. Lets ensure a future for those who will follow in our footsteps. <span style="text-decoration: underline;">Without proper management, our wild life will perish</span>; through disease, starvation, and human conflict. <span style="text-decoration: underline;">Without habitat</span> and habitat control such as winter range and wetlands for wildlife to prosper <span style="text-decoration: underline;">the hunt would not be possible</span>.</p>
<p style="padding-left: 30px;">Someone recently said that they won’t kill any creature, but will instead get their meat from the store. This kind of ignorance is why all hunters should make an effort to let the non hunting community know that we are the first line of defense for the wildlife that we hunt and manage. Steaks and fish from the store all once had a heartbeat, not long before the plastic wrappers and fancy labels.</p>
<blockquote><p>I am a hunter not a killer. I believe wholeheartedly, that <span style="text-decoration: underline;">the future of our sport belongs not only to good conservation</span>, but more importantly, <span style="text-decoration: underline;">to educating those who would listen</span> and coming together as wildlife warriors, instead of fighting about who is more right… or less wrong…</p></blockquote>

			<content:encoded><![CDATA[<p><span id="article_font">On Monday I was in Washington, D.C. to participate in the <a title="About the Jim Range National Casting Call" href="http://http://www.nationalcastingcall.com/about/about" target="_blank">Jim Range National Casting Call</a>. I also had the privilege that evening to be the Master of Ceremonies at the event celebrating the life and conservation legacy of Jim Range, my dear friend who tragically died in January from cancer.</span></p>
<p>This was the ninth year that the <a title="About the American Fly Fishing Trade Association" href="http://www.affta.com/about-affta/" target="_blank">American Fly Fishing Trade Association</a> had gathered on the banks of the Potomac river to celebrate fly-fishing and an aquatic habitat success story, the return of prolific runs of American and Hickory shad to the Potomac river.</p>
<p>This was a special year for those of us who, under Range’s leadership, started the Casting Call. AFFTA’s board of directors, after conferring with the Range family and his friends, decided to rename the event in Range’s honor.</p>
<p>Jim Range was a widely recognized conservation visionary who represented AFFTA in Washington. He was a hero to many in the hunting, fishing and conservation community.</p>
<p><a title="Tribute to Jim Range and Jean Ince" href="http://www.newsvirginian.com/wnv/sports/columnists/article/sadler_remembering_giants_among_men/34505/" target="_blank">I wrote in this column at the time of his death</a> that he was like a brother to me. The best man in my wedding, a hunting and fishing partner of many years, and the voice on the other end of the phone keeping me strong when trouble came. I still feel that way today and know many more who do as well.</p>
<p>Range saw the Casting Call and its venue, Fletcher’s boathouse on the Potomac, as the perfect opportunity for the fly-fishing industry to educate members of congress and administration officials on the important nexus between conservation and economic activity.</p>
<p>He knew as well that the partnership efforts that had gone into restoring shad to the Potomac were a model that could be replicated across the nation.</p>
<p>“The Jim Range National Casting Call gives us a chance to get government decision-makers on the Potomac to see and experience the aquatic resource we all cherish,” said Alan Gnann, Chairman of the Board of AFFTA. “It was our friend Jim who showed us that this was the best way to communicate the importance of aquatic habitat and fisheries and we will continue this tradition in his name and his honor.”</p>
<p>Around the time of the first casting call, the federally chartered Sport Fishing and Boating Partnership Council, of which Range was a member, recommended that the U.S. Fish and Wildlife Service develop a partnership effort similar to the successful North American Waterfowl Management Plan.</p>
<p>This effort, endorsed by the Association of Fish and Wildlife Agencies and supported by numerous conservation organization and federal agencies became the <a title="National Fish Habitat Action Plan" href="http://fishhabitat.org/" target="_blank">National Fish Habitat Action Plan</a>.</p>
<p>The Action Plan is a science-based voluntary effort to address the challenges facing aquatic habitat and our nation’s fisheries. There are six regional partnerships, including the <a title="Eastern Brook Trout Joint Venture" href="http://www.easternbrooktrout.org/" target="_blank">Eastern Brook Trout Joint Venture</a> that works here in the Valley.</p>
<p>Range saw the newly created National Fish Habitat Action Plan as an exceptional example of how partnerships like the one that had helped the shad could be replicated across the country. He saw the National Casting Call as a great opportunity to showcase success.</p>
<p>“The National Fish Habitat Action Plan’s approach &#8211; teaming federal, state and local partners &#8211; is helping to bring fishable waters back to life in a faster more strategic way. We can see real progress in treating the causes of fish habitat decline, not just the symptoms,” said Kelly Hepler, Chairman, National Fish Habitat Action Plan. “The Jim Range National Casting Call gives NFHAP the opportunity to spotlight 10 specific projects that display on the ground work that can be held high as a vision of what quality habitat should be.”</p>
<p>The Action Plan’s 10 “<a title="2009 10 waters to watch" href="http://fishhabitat.org/index.php?option=com_content&amp;view=article&amp;id=202:national-fish-habitat-action-plan-unveils-2009-q10-waters-to-watchq-&amp;catid=36:news&amp;Itemid=50" target="_blank">Waters to Watch</a>” was started in 2007. It highlights examples of aquatic habitat conservation efforts of the National Fish Habitat Partnerships. In addition the NFHAP board presents two group awards and two individual awards including newly renamed<a title="Awards" href="http://fishhabitat.org/index.php?option=com_content&amp;view=article&amp;id=187:secon-annual-national-fish-habitat-award-winners-announced&amp;catid=36:news&amp;Itemid=50" target="_blank"> Jim Range Conservation Vision Award</a>, given this year to world- renowned conservationist Yvon Chouinard, the founder of outdoor clothing manufacturer <a title="Patagonia online " href="http://www.patagonia.com/" target="_blank">Patagonia</a> Inc.</p>
<p>Jim Range was deeply missed at this year’s Casting Call, but his name and legacy live on in tribute to his memory.</p>

<p style="padding-left: 30px;">The Wildlife Management Institute (WMI) announced the launch of a new Website dedicated to sustaining and enhancing North America’s hunting heritage.  The Website, <a title="hunting heritage" href="http://www.huntingheritage.org/" target="_blank">www.huntingheritage.org</a>, will serve as a clearinghouse for information, programs and contacts related to programs that advance safe and ethical recreational hunting.  The Website was premiered at the 74th North American Wildlife and Natural Resources Conference last month in Arlington, Virginia.</p>
<p style="padding-left: 30px;">The Website currently hosts the Recruitment and Retention Assessment Survey Report.  This report was designed and prepared by WMI in cooperation with D.J. Case &amp; Associates.  It provides the most comprehensive assessment of current efforts by all 50 states and 19 conservation organizations to recruit and retain hunters nationwide.  In addition, the Website provides a real-time compilation of recruitment and retention program details.  State agencies and conservation organizations are encouraged to share their program details with colleagues from other agencies and organizations.  WMI and D.J. Case &amp; Associates expect a summer release of a companion report about hunting-access programs for each of the state and federal resource and land management agencies.</p>
<p style="padding-left: 30px;">The above efforts form a basis for the Hunting Heritage Action Plan (Action Plan).  The Action Plan was conceived by the Hunting Heritage Steering Committee.  It will entail assessment, analysis and strategies to enhance hunting by examining seven programmatic areas: the role that hunting and hunters in conservation; conservation education; hunter recruitment and retention; social and economic impacts of hunting; political and legal obstacles and opportunities; outreach; and a funding plan to address gaps in program coverage.</p>
<p style="padding-left: 30px;">The Action Plan was modeled after the successful North American Waterfowl Management Plan (NAWMP), which was developed to counter declining waterfowl numbers.  Just as NAWMP became a rallying mechanism for wetland and waterfowl enthusiasts in the mid-1980s, the Action Plan will provide comprehensive information for the determination of national strategies, objectives and priorities to counter declining hunter numbers.  Individuals, agencies, organizations and industry are encouraged to provide support for this important effort.The Website and Action Plan were partially funded by the Multistate Conservation Grant Program and the Wildlife Restoration Program of the U.S. Fish and Wildlife Service.</p>
<p style="padding-left: 30px;">“The launch of <a href="http://www.huntingheritage.org/" target="_blank">www.huntingheritage.org</a> provides the information system that will drive future efforts to sustain our hunting heritage,” remarked WMI President Steve Williams.  “WMI would like to thank the federal and state agency and conservation organization contacts who helped compile this critical information.   Thanks also are due Bob Byrne, Jon Marshall and other D.J. Case &amp; Associates staff who developed the informative Website. The success of efforts to advance hunting through effective hunter recruitment and retention requires comprehensive and accurate baseline information.   WMI encourages agencies, organizations and individuals to update and utilize the Website.”</p>

		<title>Survival at the Big Game Show</title>

			<content:encoded><![CDATA[<p>One of the great things about sports shows, besides seeing all the new gear and shopping for special deals, is the wealth of information you can get for free. It&#8217;s also amazing what you can learn if you just ask a couple of questions.</p>
<p>Sunday I went to the Greater Virginia Sports and Big Game Show at the Rockingham County Fairgrounds. Stacey Rowe, who along with her husband Max, owns and manages the show explained one of the show&#8217;s main goals.</p>
<p>&#8220;Our passion is getting others involved in the outdoors,&#8221; Rowe said. &#8220;And if you can take one person and get them involved then it is kind of like a chain reaction.&#8221;</p>
<p>One person who takes a very interesting approach to getting folks engaged in the outdoors is Tim MacWelch, founder and head instructor of the Earth Connection School of Wilderness Survival.</p>
<p>Earth Connections offers more than twenty classes in subjects like wilderness survival, primitive technology, deer hide tanning, friction fire making and wild, edible plants. The school has two locations, a 10-acre farm in Somerville and another sixteen-acre wooded lot near Durham, N.C.</p>
<p>Outdoor skills are as important as they are interesting. No one goes on a hike or a hunting or fishing trip with the idea they might get injured or lost, but it happens. Hunters, anglers or anyone who spends a lot of time in woods and mountains here in the Valley should have a basic understanding of wilderness survival.</p>
<p>&#8220;We teach as many things as we can put under the umbrella of self-preservation, self-sufficiency and self-reliance,&#8221; said MacWelsh. &#8220;We teach modern wilderness survival with modern techniques, tools and technology and we teach primitive, Stone Age survival skills with sticks and mud and rock and dirt and string and whatever you can make out of the materials at hand.&#8221;</p>
<p>I asked MacWelsh what type of people came to his schools.</p>
<p>&#8220;We have one of the broadest demographics I have ever seen. I have high school kids up through retirees, who are from every possible region, every income level and all the adults we have come through [are] from every walk of life,&#8221; MacWelch said. &#8220;I have carpenters and doctors in the same class, I&#8217;ve got mechanics and lawyers in the same class. I&#8217;ve got computer people and I&#8217;ve got landscapers in the same classes.&#8221;</p>
<p>One of the most interesting things he showed me was how simple and easy it was to build a snare. He used a tabletop demonstration of a spring pole snare trap to teach me.</p>
<p>Here is how he explained it.</p>
<p>&#8220;What we have is a slender sapling, it&#8217;s a little tree and it is bent down under tension and its held in place by a string, which goes underneath of a hook and is held in place by a toggle. The toggle wants to slide out but it is held in place by a little small peg. The peg would have bait on it that would entice an animal to go in and investigate it and hopefully nudge it a little bit,&#8221; he said. &#8220;While they are investigating the peg they have their head through a noose to be able to reach that peg. And if they disengage the peg then the snare engages and hopefully they are caught around the neck or by the foot.&#8221;</p>
<p>The trap was pretty simple to build. Everything you needed could be built without tools. It was just a matter of finding a branch, breaking some twigs and adding a length of twine.</p>
<p>Like I said you can learn a lot if you ask a couple of questions.</p>
<p>You can enjoy another sports show and the National Archery in the Schools Program Tournament this weekend.</p>
<p>The 22nd Annual Western Virginia Sport Show takes place at Augusta Expoland in Fishersville today until March 1. You can get more information on the show&#8217;s Web site at westernvasportshow.com.</p>
<p>The Virginia Department of Game and Inland Fisheries is conducting the First Annual National Archery in the Schools Program Tournament on Saturday. The tournament is being held in cooperation with the Western Virginia Sport Show.</p>
